VA Mission Act Insurance
The California Palms is an approved provider for TriWest and accepts the reimbursement for treatment under TriWest. All care under the VCP must be preauthorized. In order to use the VCP, the Veteran must meet certain eligibility requirements regarding VA wait times or facility accessibility. To be eligible for VCP program, a veteran must be enrolled in VA health care and must be told by your local VA medical facility that you will need to wait more than 30 days for an appointment, or the veterans residence is more than a 40 mile driving distance from the closest VA medical facility with a full-time primary care physician.

Joint Commission Certification: In 2018, California Palms earned the Joint Commission’s Gold Seal of Approval for Behavioral Health Care Accreditation by demonstrating continuous compliance with its performance standards. California Palms underwent a rigorous on-site survey, observations, and interviews. Only 7% of addiction treatment centers in the country are Joint Commission Accredited.
Ohio Mental Health License: In 2018, California Palms earned certification from the Ohio Mental Health and Addiction Services board to provide behavioral health services by demonstrating continuous compliance with its performance standards. CaliPARC was licensed for 200 inpatient beds as a Residential, Withdrawal Management and Inpatient Substance Use Disorder service provider.
Choice Program 30 day delay criteria
The Veterans Choice Program (VCP) supplements other treatment options already available at VA and is designed to improve wait times and access. It does not impact existing VA health care or any other VA benefit — it just offers other options for care when VA can’t meet the veterans needs. The California Palms is an approved provider in the VCP and accepts the reimbursement for treatment under the VCP. All care under the VCP must be preauthorized.

Choice Program 40 Mile Rule
The VCP provides a safety net for veterans who are on a VA waiting list because a health care appointment could not be provided to them within 30 days of their preferred date or the date that is medically determined by their physician or the veteran lives more than 40 miles from the closest VA medical facility. If a veteran believes those circumstances apply to him, call 866-606-8198 to verify that he is eligible and once his eligibility is determined, HealthNet or TriWest will help the veteran through the process of obtaining an appointment for care at California Palms.
A veterans should first assess their eligibility given the 30 day treatment or 40 mile distance criteria. If he believes he is eligible for the VCP and in need of medical services, the veteran should call 1-866-606-8198 to verify his eligibility and get assistance accessing care. The call only if he believes he is eligible for benefits under 30 day treatment or 40 mile distance criteria.
California Palms is an Approved Veterans Choice Program Provider
The VCP allows eligible veterans to receive health care from a community provider, like the California Palms, instead of a VA facility. The VCP does not directly assist with transportation to medical facilities. The veteran may be eligible for travel reimbursement under VA’s travel reimbursement program.
If a veteran uses the Veterans Choice Program, this does that affect his VA health care benefits. A veteran does not have to choose between the two. The VCP gives veterans more choices to access care and ensure that care is delivered where and when it is needed.

A veteran does not need his choice card to access the VCP, simply call 866-606-8198 to verify if the veteran is eligible and to make an appointment for California Palms. Just call 866-606-8198 and VCP will walk the veteran through the process of making an appointment.
The VCP medical professional determines the “needed to promote, preserve, or restore the health of the individual and is in accord with generally accepted standards of medical practice.” The process of making those determinations is called Utilization Management or UM. During UM review, which takes about three days, necessary clinical information is reviewed and compared with nationally recognized standardized guidelines to approve or deny the requested care.
